Putin proposes new bill to exempt sacred books from anti-terror law

Moscow (IINA) – Russian President Vladimir on Wednesday submitted to Duma, the parliament, a draft legislation to exempt the sacred texts of Russia’s four established religions from being branded as incitement to terrorism, Russia Today (RT) reported.
"The Bible, the Qur'an, the Tanakh and the Kangyur, their texts and quotes, cannot be classed as extremist materials," said the bill on amendments to anti-extremism law.
The draft legislation comes after parts of the Holy Qur'an were deemed extremist by a ruling by a judge on the Far East island of Sakhalin, who ruled that a book entitled “Prayer: its meaning and place in Islam” contained extremist materials, including several surahs, or chapters, which are widely repeated by Muslim worshipers.
With Putin’s United Russia Party in possession of a majority in both houses of Russia’s parliament, the legislation is expected to sail through as an amendment to a 2002 anti-terrorism law.
