Beirut (IINA) – Kuwait Red Crescent Society (KRCS) announced here on Thursday the distribution of humanitarian aid to 700 Syrian refugee families in various parts of Lebanon, as part of the winter campaign, “Warm Winter 2016”, that was launched to rescue 30,000 Syrian families that have taken refuge in Lebanon.
Speaking to Kuwait News Agency (KUNA), KRCS envoy to Lebanon Dr Musaed Al-Enezi said the campaign witnessed the distribution of blankets to 700 Syrian refugee families in Al-Beq’a, in eastern Lebanon, and Akkar, the country’s northernmost region, as well as providing medicines as part of the Gulf Cooperation Council (GCC) joint project, being implemented in coordination with Qatar Red Crescent Society.
Dr Al-Enezi affirmed that continued relief campaigns carried out by the KRCS, especially in Lebanon, are meant to alleviate the suffering of Syrian families and meet their needs as much as possible.
Yousef Butrus, relief operations coordinator at the Lebanese Red Cross Society, stressed on the importance of the campaign at such timing since Lebanon is approaching a wave of cold weather, snowfalls and heavy rains.
Butrus hailed the great role played by the KRCS in the provision of aid to people in need despite bad weather conditions.
More than one million Syrian refugees, mostly children, women and elderly, are residing in camps in Lebanon.

Paris, (IINA) - French interior minister is seeking to halt violence in Corsica after protesters vandalized a Muslim prayer room in anger over an ambush of firefighters, WAM reported.
Bernard Cazeneuve, visiting the Corsican city of Ajaccio on Wednesday, strongly condemned last week's violence against firefighters and Muslim targets, telling reporters that there is no place in Corsica for violence or racism, according to AP.
An ambush last Thursday injured two firefighters in a housing project. The reason for the attack remains unclear.
The next day, hundreds of people demonstrated against the violence, when a few dozen broke into a Muslim prayer room and vandalized it. They also vandalized a kebab shop as well.
It is noteworthy that the number of attacks on Muslim mosques, death threats against hijabi women, and the bullying of Muslim kids in schools have increased by 23.5 percent in 2015, according to a report.

London, (IINA) - Air transport paramedics in England are testing a hand-held brain scanner that may be helpful in diagnosing brain injuries before the patient gets to the hospital, which would allow doctors to better prepare before patients arrive and potentially preventing the wrong treatment from being applied en route, UPI reported.
London's Air Ambulance has used the ‘InfraScanner’ on 60 patients during a trial this year, which may precede a larger rollout to emergency personnel after it ends in early 2016, provided the device shows an ability to provide better care.
The InfraScanner was developed by InfraScan and the US Navy and Marine Corps to detect brain hematoma on the battlefield. The device was approved by the Food and Drug Administration for marketing in the United States in 2013.
Doctors at London's Air Ambulance said the device has special potential for use because 60 percent of the 1,806 patients they treated in 2014 were involved in traffic accidents or high falls, which often cause head injuries.
"It is really important to be able to find out what is going on inside a patient's head, and get a clearer picture of any injuries sustained", said Mark Wilson, a consultant neurosurgeon at Imperial College London and doctor for London's Air Ambulance. "By doing this during the transfer to hospital, we hope to be able to expedite treatments, such as surgery, by knowing in advance what type of brain injury the patient has".
The device takes about two minutes to scan for bleeding on the brain, which doctors at London's Air Ambulance said allows them to know which treatments to use and which to avoid, as well as offer doctors at the hospital more information about a patient's condition before arrival.
Wilson told the BBC that the device could have a significant impact if adopted by London's Air Ambulance and other emergency medical services.
"Head injuries are fairly common, and currently, we manage all patients in the same way as we can't tell what's going on inside your head", he said.

US sued over donations for illegal Israeli settlements

Washington (IINA) - A lawsuit has been filed in a US court seeking to stop non-profit groups from sending billions of dollars worth OF tax-exempt donations to support illegal Israeli settlements and the Israeli army.
A group of American citizens filed the suit on December 21 against the US Department of Treasury, claiming about 150 non-profits have sent an estimated $280 billion to Israel over the past two decades. The lawsuit claims the donations were "pass-throughs" and "funnels" to support the Israeli army and the illegal settlements in the occupied Palestinian territories. 
In the US Internal Revenue Code, these organizations are identified as "501(c) (3)", and donors are given tax-exempt status and allowed to claim a tax deduction on their gift. Sheldon Adelson, an American casino magnate, and several other wealthy pro-Israeli businessmen were named in the lawsuit as donors but not as defendants.
The Treasury Department declined to comment on the suit, stating in an email to Al Jazeera: "We don't comment on pending litigation." Susan Abulhawa, a Palestinian-American writer and human rights activist who  put her name on the 73-page lawsuit, said it is about seeking justice for the Palestinian people. "I want those organizations that aided Israel to be forced to pay restitutions for victims impacted by their actions," Abulhawa said.
The lawsuit claims non-profit groups directly contributed to violations of US law and international law, subverted US foreign policy, and contributed to countless crimes and human rights abuses targeting Palestinians. "For 30 years at least, the US taxpayer has been funding and/or subsidizing criminal activities overseas, ie murder, arson, malicious property destruction, assault and battery and ethnic cleansing and international terrorist acts," it said.
The attorney for the plaintiffs, Martin F McMahon, said the US Department of Treasury should not just end the tax exemption, but should also recoup hundreds of millions of dollars in back taxes. "The lawsuit seeks to hold accountable the tax-exempt entities by revoking their nonprofit status," McMahon told Al Jazeera.
The lawsuit said: "These charities' agenda is to rid the West Bank and EJ [East Jerusalem] of all non-Jews, consistent with perceived biblical imperatives. They have been very successful in that endeavour, as detailed herein, primarily because of the Treasury's abject and long-standing failure to monitor and prevent their criminal activities for at least the last 30 years."
McMahon said his law firm was working pro bono and is looking for other plaintiffs to join the lawsuit. The lawsuit names groups including the Falic Family Foundation, FIDF (Friends of the Israeli Defense Force), American Friends of Ariel, Gush Etzion Foundation, American Friends of Har Homa, and Hebron Fund.
The Treasury Department has 60 days to respond to the lawsuit. "This (Obama) administration, like every administration before it since 1967, views settlement activity as illegitimate and counterproductive to the cause of peace," the US State Department told Al Jazeera in an email. "The United States has never defended or supported settlements and activity associated with them and, by extension, does not pursue policies that would legitimize them.”

Abuja (IINA) - Nigeria’s President Muhammadu Buhari has said that he is ready to negotiate with Boko Haram for the release of more than 200 girls kidnapped in April last year.
In a televised press conference on Wednesday, Buhari said that if the armed group could identify a credible leadership then the Nigerian government was "prepared to negotiate with them without any preconditions". Boko Haram snatched the girls from dormitories in the northeastern town of Chibok in April 2014, sparking international condemnation of former President Goodluck Jonathan's government and military for failing to rescue them. Buhari, who was sworn in as president in May, said that there is "no firm intelligence on where those girls are physically located and what condition they are in". He added: "I assure you that the cause of the Chibok girls is on our minds."
Nigerian troops have clawed territory back from Boko Haram in recent months, and last week Buhari announced that the military had "technically won the war" against the armed group. Hundreds of captives have been freed in recent months, but no Chibok girls were among them, Al Jazeera channel reported.
Some Chibok leaders suggested last week that the abducted girls had been "forgotten" by Buhari, who had said in the past that the war would not be won until the Chibok girls were rescued. In an apparent response to the announcement of their defeat, suspected Boko Haram fighters attacked the biggest city in the northeast, Maiduguri, with rocket-propelled grenades and multiple suicide bombings that killed about 50 people on Sunday night and early Monday morning.

Berlin (IINA) - The U.N. refugee agency said Wednesday that the number of migrants who have arrived in Europe by sea this year now tops one million.
The U.N. High Commissioner for Refugees’ announcement came only a week after the International Organization for Migration said the total number of people arriving in Europe this year had topped a million - including 34,215 who arrived across land borders. UNHCR said 1,000,573 people have now arrived by boat during the year - 844,176 of them landing in Greece and 152,700 in Italy. Spain reported 3,592 arrivals and Malta 105.
The count is based on police and coast guard data and estimates stemming from refugee registration in Greece; data and estimates from government, police and UNHCR in Italy; and police and government data from Spain and Malta. Of those who arrived, 49 percent came from Syria and 21 percent from Afghanistan.
Another 3,735 people were counted as dead or missing, UNHCR said. Germany has received more migrants than any other European Union nation - including, in the early part of 2015, large numbers from southeastern European nations such as Albania, Kosovo and Serbia.
Bavaria’s social affairs minister, Emilia Mueller, said Wednesday that nearly 1.1 million migrants have arrived in Germany this year, most of them via Bavaria, DPA news agency reported. She underscored the Bavarian state government’s insistence that “we now need more urgently than ever an effective limitation of immigration.”

Berlin, (IINA) - A German newspaper published a report on Wednesday showing that Germany took in almost 1.1 million asylum-seekers this year, an all-time record and five times last year's total, AFP reported.
‘Saechsische Zeitung’, a regional daily newspaper, said that monthly arrivals for December reached an estimated 125,000 with 117,000 registered by December 29. This would bring the year's total to 1.09 million newcomers, compared to just over 200,000 last year.
The December arrivals figures represented a slowdown in the influx; 206,000 new asylum requests were registered in November, 181,000 in October and 164,000 in September.
German Chancellor Angela Merkel has won praise and faced criticism as well for her decision in September to open Germany to a record wave of refugees, the majority of which from war-torn Syria.
Faced with opposition in her conservative camp and widespread concerns about an influx greater than one percent of the national population of 80 million, she has vowed steps to reduce numbers next year.
Her plan involves an EU deal with gateway country Turkey to better protect its borders, heightened security for the external frontiers of the 28-member union, and convincing other members of the bloc to take in more refugees.

Kampala (IINA) – The World Bank has suspended disbursement of funds for two road projects in Uganda until government addresses environmental and social issues that affected the communities of Kamwenge, in the country's west, Uganda’s daily New Vision reported.
According to Uganda National Roads Authority (UNRA) Executive Director Allen Kagina, the two projects are the Region Sustainable Development Project and The North Eastern Road-Corridor Asset Management Project.
"The World Bank has suspended disbursements to the two Civil Works contracts until such a time that government has taken full control of the safeguards issues in conformity with the World Bank environmental and social standards and practices guidelines," Kagina said.
She, however, said UNRA is doing everything possible to ensure the environmental and social safeguards are well managed on all its projects and that the suspension is lifted in the shortest time possible.
"Government has put in place a contingency plan to ensure that the projects continue to be implemented and that the beneficiaries do not suffer any adverse effect from this decision," Kagina said.

London, (IINA) - A married couple has been jailed for life on Wednesday for planning suicide bombing to coincide with the tenth anniversary of the London terror attacks, Anadolu Agency reported.
Mohammad Rehman, 25-year-old, and his 24-year-old wife Sana Khan worked together to build a bomb and carried out test explosions in the back garden of their home. Using the internet pseudonym ‘Silent Bomber’, Rehman asked Twitter users about which target to choose.
Prosecutors said the couple had been “very close” to carrying out an attack in London. 
A judge gave them both life sentences on Wednesday, ordering Rehman to serve at least 27 years in prison while his wife Khan will serve 25 years before being considered for parole.
A jury at London’s Old Bailey criminal court found them both guilty of preparing an act of terrorism. Rehman was also convicted of possessing an article for terrorist purposes.
Their trial heard the couple had a “common interest” in violent extremism and had often researched the suicide bombers who struck London’s transport network on 7 July 2005, killing 52 people.
Khan transferred funds of more than $20,700 into Rehman’s bank account, allowing him to purchase chemical explosives on eBay. He filmed the test explosions he carried out in his garden and sent the videos to his wife.
On 12 May 2015, Rehman posted on Twitter: “Westfield shopping center or London underground? Any advice would be appreciated greatly”. Prosecutors told the court he was asking users where to target on the tenth anniversary of the attacks.
Susan Hemming, Head of Counter Terrorism Division, said: “The intention to carry out some form of terrorism attack was clear from the threatening statements made in Rehman's tweets. It was these tweets that led to his and his wife's arrest”.
“Investigations found that Rehman and Ahmed Khan had carried out huge amounts of research relating to terrorist attacks, repeatedly searching the Internet for videos relating to the London bombings.
Ten kilo of Urea Nitrate, a highly explosive chemical, was found at Rehman's house. Officials estimated that the amount would have caused multiple fatalities if it were detonated in the London Underground.
“The pair had been very close to carrying out an attack, all they required was to purchase the chemicals to make a detonator. There is little doubt that, had Rehman and Ahmed Khan not been stopped when they were, they would have attempted to carry out an act of terrorism in London”, Hemming added.

Merauke, Indonesia (IINA) - Indonesia’s President Joko Widodo has planted a "Capsule of Dreams for 2085" on Wednesday in Merauke District, Papua, Antara News reported.
Nick Nurachman, executive coordinator of the event, said that the canister contains documents of Indonesia’s dreams for the 2015 to 2085 period was planted after being carried 24,089 kilometers across the country’s 34 provinces since September 22, 2015.
The time capsule would be planted permanently at the Time Capsule of Indonesia Dreams for 2015 to 2085 Monument.
Earlier, in 2015, President Widodo launched a "Lets Work" national campaign in Sabang, Aceh, to emphasize the importance of commitment and hard work to optimize the country’s potentials.
Men from the younger generation hailed the call and organized a "Time Capsule Expedition", an idea to collect the penned dreams of the public from across the country as an initial step to motivate the nation to forge ahead.
Abdee Negara, one of the initiators and a musician, said: "To be able to work with high spirit, we must harbor dreams. This expedition is a mission to gather and integrate the aspirations of all the people of Indonesia from Sabang to Merauke and unite them in a common dream to encourage the country’s younger generation to work and fight to fulfill their dreams, which are Indonesia’s dreams".
Jay Wijayanto, the coordinator of the activity, remarked that President Widodo had received and studied the penned dreams of 238 people from across 34 provinces in the country.
President Widodo noted that he also documented his dreams and hopes and that they are now part of the Time Capsule Monument of Indonesian Dreams 2015 to 2085.

Maputo (IINA) – The data from the 2014-15 Household Survey, undertaken by Mozambique's National Statistics Institute (INE), and released here on Wednesday, show an across-the-board improvement in living standards since the previous survey, held in 2008-09, WallAfrica.com reported.
According to the INE, the most startling figure is the declining percentage of disposable income spent on food. In the 2002-03 survey, households reported that 48 percent of their expenditure went on food and non-alcoholic drinks. In 2008-09, when poverty, to the government's dismay, increased, food amounted to 51.4 percent of expenditure. But now that figure has fallen to 35.6 percent.
Poorer households inevitably spend a higher percentage of their income on food than the richer ones do. So this figure points towards a sharp decline in monetary poverty.
Pointing out that its task is merely to gather and publish the statistics, The INE said in the near future, the Ministry of Economy and Finance will issue a National Poverty Assessment, based on the Household Survey.
Transport as a percentage of expenditure rose from 6.3 percent in 2008/9 to 9.7 percent in 2014/15, while there was a remarkable rise in the amount spent on restaurants, hotels and cafes, increasing from 0.7 to 8.4 percent of expenditure. The amount spent on communications almost doubled, from 2.1 to 4.1 percent of total expenditure, doubtless attributed to the enormous expansion in the mobile telephone network.
The National Statistics Institute reported that the household survey is based on a sample of 11,628 households, in both urban and rural areas and covering all provinces, in 1,236 sampling areas. It took place over a year, and during this period each household was interviewed three times.

Tunis (IINA) – Three Tunisians have been sentenced to death for murdering an unarmed young policeman as he returned home after his shift, AFP reported citing a prosecutor on Wednesday.
A fourth man, who is on the run, was sentenced to 22 years in jail for "inciting and helping to commit terrorist crimes", in reference to the January murder.
The four were convicted Tuesday of cutting the throat of the 23-year-old policeman in El Fahs, about 60 km southwest of the capital Tunis.
Aged 21 to 26, the three condemned to death were also given prison sentences ranging between 10 and 22 years for belonging to a terrorist group and incitement to commit terrorist crimes.
The three were also ordered to pay 20,000 dinars (around 9,000 euros) to their victim's parents and a total of 25,000 dinars to his five siblings.

Tehran, (IINA) - Iran has banned all outdoor sport activities and announced new traffic restrictions on Wednesday due to more than two weeks of heavy pollution and air quality problems, AFP reported.
In the worst concerted period of pollution for three years, primary schools and nurseries were closed, and new car exclusion zones were imposed in the capital.
Tehran's air quality index averaged 159 on Wednesday, up from 157 from the previous day, and around three more times that the World Health Organization's advised maximum of between 0 and 50.
At such levels, people are advised not to leave home unless absolutely necessary.
One area in northeastern Tehran peaked at 238 on the pollution index. President Hassan Rouhani addressed the issue at a meeting of his cabinet as concern rises about health risks.
"The problem has been around for years and cannot be entirely tackled in a short time", Iran state-owned ‘Islamic Republic News Agency’ (IRNA) quoted Rouhani as saying.
IRNA also reported that Wednesday was the 18th straight day of dangerously bad air.
"Our preference was to close all schools, but the education ministry insisted on keeping high schools open because of term final exams", said Mohammad Heydarzadeh, secretary of Tehran's emergency air pollution committee.
The cold weather is causing climate inversion, where emissions from car exhausts and factories hang in the air rather than rising into the atmosphere above.
A decade-long central restriction zone based on car number plates was in place across the city on Wednesday, traffic police announced.
Vehicles with plates ending in an odd number can't go out on Saturday, Monday and Wednesday, while cars with even numbered plates are banned on Sunday, Tuesday and Thursday.
Sand and cement factories around the capital were halted from operating until Friday, the end of the Iranian week, and all outdoor sport including professional football league matches has been called off.
Exhaust fumes from the five million cars and almost as many motorcycles on Tehran's roads account for 80 percent of its pollution, officials say.
Two permanent zones of traffic restrictions introduced in 1979 and 2005 have failed to rectify the city's poor air quality.
While Tehran is the epicenter of the problem, primary schools in other major cities including Isfahan, Qom, Arak and Tabriz were also forced to close.
Weather forecasters predicted that air quality would improve after expected rainfall on Wednesday evening.
Last December, almost 400 people were hospitalized with heart and respiratory problems caused by heavy pollution in Tehran, with nearly 1,500 others requiring treatment.
In 2012, pollution contributed to the premature deaths of 4,500 people in Tehran and about 80,000 in the country, the health ministry said.

New York (IINA) – UN Secretary General Ban Ki-moon has said the inauguration of Burkina Faso’s new president marks a significant development for the whole sub-Saharan Sahel region on the path away from tension. He also commended the opposition for their prompt acceptance of the election results.
“The successful completion of elections in Burkina Faso is a significant development not only for the country but also for the Sahel region, where socioeconomic hardship and contested electoral processes continue to be a source of tension, and at a time when terrorist groups, illicit trafficking and irregular migration continue to threaten regional security,” Ban stressed in a congratulatory message on Tuesday to President Roch Marc Christian Kaboré.
“This is a historic moment for Burkina Faso,” Ban said in his message. “I commend the country’s people and political leaders for their exemplary conduct and peaceful and responsible participation during the vote of 29 November that successfully marked the end of the transition period," he added.
The UN chief praised the opposition leaders, who promptly offered their congratulations to the President-elect. He also commended Michel Kafando, who has served as the transitional President of Burkina Faso since 2014, and all transitional authorities for their efforts to ensure the holding of the elections under a time-bound schedule.

Geneva, (IINA) - Malaysia’s permanent representative to the UN Datuk Ramlan Ibrahim has described 2015 as an “eventful year” for the country, which finished its first year as a non-permanent member of the UN Security Council (UNSC), the Malaysian Insider reported.
“There were many crises in the world with which we had to grapple... from Africa to the Middle East to Asia... ranging from engaging in conflict resolution to resolving very urgent humanitarian problems such as displacement of millions of people as a result of wars”, Ramlan said.
He described Malaysia’s UNSC role in 2015 as “constructive, positive and successful”, an apparent reference to the series of consensus-based resolutions passed by the body on crisis-plagued countries such as Syria and Libya.
Malaysia has always been a “voice of reason”, calling for “greater dialogue, inclusiveness and for the people in the region to own up”, he said. It is working towards the “revitalization” of the General Assembly whose work is often mired in unproductive processes and is not outcome-driven.
“The election of the next secretary general, for example, was discussed under the General Assembly’s revitalization articulated through resolution 69/321 on September 11, 2015, taking into account Malaysia’s concerns and positions”, recalled Ramlan.
UN Secretary General Ban Ki-moon is due to retire in a year’s time; there are moves in UN circles to find a widely acceptable candidate.
It is now the geographical turn of Eastern Europe to present a candidate from the region. But the vast majority of members want a transparent, fair and just process for electing the next candidate, unlike in the past when a candidate was selected by some permanent members (P5) and then presented to the general assembly as a fait accompli for endorsement.
Ramlan said Malaysia’s position that the candidate for the secretary-general’s post should be selected based on meritocracy, and that the selection process should be fair and transparent, giving due consideration to regional and gender balance.
“Malaysia will continue to call on the Security Council to present more than one candidate to the General Assembly, as the secretary-general represents all member states of the UN and not merely the Security Council alone”, he said.
A joint letter, in terms of resolution 69/321, backed by Malaysia, was sent by both the presidents of the General Assembly and the UNSC on December 15 to member states on presenting suitable candidates for the secretary-general’s post.

Berlin (IINA) – Chancellor Angela Merkel in her New Year’s address on Thursday asked Germans to see refugee arrivals as “an opportunity for tomorrow” and urged doubters not to follow racist hate-mongers, The Guardian reported.
“I am convinced that, handled properly, today’s great task presented by the influx and the integration of so many people is an opportunity for tomorrow,” she said.
The past year – when the country took in more than a million migrants and refugees – had been unusually challenging, Merkel said in a pre-released text of the speech, also bracing Germans for more hardships ahead.
But she stressed that in the end it would all be worth it because “countries have always benefited from successful immigration, both economically and socially”.
With a view to right-wing populists and xenophobic street rallies, she said “It’s important we don’t allow ourselves to be divided.”
“It is crucial not to follow those who, with coldness or even hatred in their hearts, lay a sole claim to what it means to be German and seek to exclude others.”
Merkel said “there has rarely been a year in which we were challenged so much to follow up our words with deeds”.
She thanked volunteers and police, soldiers and administrators for their “outstanding” accomplishments and “doing far, far more than their duty”.
Looking to 2016, the German chancellor said: “There is no question that the influx of so many people will keep demanding much of us. It will take time, effort and money.”
But she recalled that Germany had mastered past challenges such as reunification a quarter of a century ago and benefitted from a “robust and innovative” economy.
She urged Germans to be “self-confident and free, humanitarian and open to the world”.
Germany took in almost 1.1 million asylum seekers this year, five times 2014’s total, the Säechsische Zeitung regional daily reported on Wednesday citing unpublished official figures.

Washington (IINA) – The United States is preparing new sanctions on international companies and individuals over Iran's ballistic missile program, The Wall Street Journal reported on Wednesday.
This will be the first U.S. sanctions on Tehran since the signing of July's landmark agreement between Iran and the six major world powers in Vienna on Tehran's nuclear program, intended to lifting other sanctions affecting Iranian economy.
The Journal said the planned Treasury Department sanctions concerned two Iran-linked networks involved in developing the country’s missile program and include many of the people involved.
The sanctions would prohibit U.S. or foreign nationals from conducting business with the companies. U.S. banks would also be required to freeze any assets the companies or individuals hold inside the American financial system.
A team of UN sanctions monitors said in a confidential report seen by Reuters on December 15 that a medium-range Emad rocket that Iran tested on October 10 was a ballistic missile capable of delivering a nuclear warhead, making it a violation of the UN Security Council resolution 1929, adopted in 2010.
The resolution prohibits Iran from conducting any activities related to ballistic missiles capable of delivering nuclear warheads and any other operations related to ballistic missile technology.

Madinah, (IINA) - Madinah’s International Airport plans to open its Hajj terminal on Friday with 28 extra counters available in order to deal with the huge influx of Umrah pilgrims, Arab News reported.
Colonel Hisham Al-Radadi, Madinah Passport Department’s spokesman, said that the decision to open the lounge for the expected rush of visitors was made during a meeting last week.
All procedures would be performed at these counters including checking the identities of passengers with the electronic fingerprint database of the Ministry of Interior, he said.
Al-Radadi noted that the time taken to process passengers depends on various factors including whether people are familiar with the procedures and the pace at which the children and the elderly are processed.
Ahmad Sharqawi, deputy general manager of Tibah Company for Airport Operations, said that the service counters were set up to process passengers in an average of 60 seconds.
He pointed out that delays may occur when processing the elderly and children, noting that all possible measures will be taken in order to ensure a smooth flow of passengers through the airport.
He said that Madinah Governor Prince Faisal bin Salman has urged the authorities to spare no effort to ensure that pilgrims are given quality service at the airport when they arrive and leave.

Riyadh, (IINA) - Custodian of the Two Holy Mosques King Salman on Wednesday has been awarded Palestine’s highest award, the Medal of Honor, for his services to the Palestinian people, Arab News reported.
Palestine President Mahmoud Abbas bestowed the award on King Salman during a meeting held at Al-Yamamah Palace, where they held talks on the developments in the occupied Palestinian territories.
King Salman reaffirmed the Kingdom’s position of continued support for the Palestinian cause and the establishment of an independent state with Jerusalem as its capital. Abbas thanked the king for his support.
Abbas left the country from King Khaled International Airport later in the day and was seen off by several officials.

Moscow (IINA) – Russia on Wednesday demanded Ankara to arrest a Turkish citizen whom Moscow accuses of involvement in the murder of the Russian pilot of Su-24 warplane downed by Turkey's air forces on November 24, news agencies reported.
“We demand that the Turkish authorities take immediate action to catch Alparslan Celik and his accomplices and charge them with criminal offence for killing a Russian pilot," Maria Zakharova, spokesperson for the Russian Foreign Ministry said in a statement.
In an interview with Turkey's Hurriyet newspaper published on Sunday, Alparslan Celik, a Turkish citizen who fights with Turkmen opponents in Syria, said that " his "conscience cannot be bothered by a person who threw bombs at Turkmen civilians every day", in an allusion to the Russian pilot who was flying Su-24.
"Revenge is the most natural right," Celik said, without claiming responsibility for shooting or giving order to shoot at the pilot, who ejected from the fighter jet.
Moscow and Ankara have been locked in a bitter row over the downing of the Su-24 jet on November 24, with the Kremlin imposing a raft of economic sanctions against Turkey.

Lagos (IINA) – Nigeria's President Muhammadu Buhari said Wednesday that Nigerian authorities have seen documents showing that the proceeds from past crude oil sales were diverted to personal accounts rather than reaching government coffers, Reuters reported.
Buhari, who took office in May after being elected on an anti-corruption ticket, outlined progress made by his government in a two-hour "media chat" with three journalists broadcast live on state television.
"We have some documents where Nigerian crude oil was lifted illegally and the proceeds were put into some personal accounts instead of the federal government accounts," said Buhari.
The president said stolen money had already been recovered by the government. Buhari did not disclose the sums involved and said he could not provide more details because various cases were being taken to court.
Africa's biggest economy faces its worst economic crisis in years, since it relies on oil exports for about 58 percent of government revenue. The sharp fall in oil prices over the past year has hit those revenues hard.

Bangui (IINA) – Polls have opened in the Central African Republic in key presidential and parliamentary elections, which people hope will usher in stability after years of sectarian bloodshed, Al Jazeera News channel reported.
Snaking queues had formed outside polling stations in the capital Bangui early on Wednesday morning, but many of them had yet to open two hours later.
Among the areas affected by the delays was the flashpoint PK-5 district of the capital Bangui, where ballot papers and voters' lists had yet to arrive at some polling stations.
The presidential and parliamentary vote has been delayed several times, with the latest date set for December 27 pushed back again by three days to allow officials deal with technical and organisational difficulties.
"This time, everything will be fine throughout Central African Republic," said Julius Rufin Ngoadebaba, spokesman for the National Electoral Authority, rejecting allegations that illegal voter cards had been distributed.

Thirty candidates are competing for the presidency, with some of the frontrunners including former prime ministers Martin Ziguele and Anicet Georges Dologuele.

More than 1.8 million people are expected to vote, at more than 500 polling stations across the country, which has been ruled since May 2014 by interim President Catherine Samba-Panza.

The first English edition of the book was published in August 2015. In seven chapters, the 254-page book tackles important topics including the political and economic background of the situation in Yemen, the unification of Yemen in 1990, Yemen after the 1994 war, the Houthi rebel group, the gradual fragmentation of the regime of now-ousted President Ali Abdullah Saleh, the outcome of the National Dialogue Conference, and the political and economic challenges facing Yemen.

Superior, Wisconsin (IINA) – Bruce Hagen, the mayor of Superior, a city in the U.S. state of Wisconsin, has agreed to meet with members of the Muslim community, who is upset by his Facebook comments about President Barack Obama, Star Tribune reported.
Mayor Hagen drew protests when he responded to a picture of Michelle Obama last week, posting a message saying: "She and her Muslim partner have destroyed the fabric of democracy."
Hagen tells WDIO-TV that he is cutting short his vacation and flying back for a meet with regional Muslim community leaders planned on Saturday by the Islamic Center of the Twin Ports (ICTP).
The group planned the event in response to the mayor's Facebook comments. The mayor plans to have dinner at the Islamic Center to discuss with ICTP President Ibrahim Al-Qudah, his reasons for saying what he said and try to make amends.
Al-Qudah has said he hopes sitting down for a meal together will create understanding for both the mayor and the Muslim community.

Gaza Strip, (IINA) - A hospital in the Gaza Strip funded entirely by donations from Indonesians has opened its doors on Sunday, Jakarta Globe reported citing humanitarian workers.
The workers said on Tuesday that Rumah Sakit Indonesia began operating nearly five years after the idea was conceived by the Indonesian NGO Medical Emergency Rescue Committee (Mer-C).
The facility can accommodate 100 people in its general inpatient ward and 10 in its intensive care unit. The hospital has served more than 500 outpatients in its first three days of operation, according to Gheiz Chalifah, a Mer-C official.
The hospital sits on a 1.6-hectare lot in Beit Lahia in the northern Gaza Strip, some three kilometers from the Israeli border. Gheiz said that the hospital cost $8.7 million to build, with the money coming entirely from donations from the Indonesian people.
“It’s more than just a hospital, it’s a symbol of the emotional ties between the people of Indonesia and Palestine”, said Sarbini Abdul Murad, another Mer-C official.
Support for Palestinian independence has long been a key stance of Indonesia’s foreign policy, with the issue playing a prominent role earlier this year at the high-profile commemorative Asia-Africa Conference in Bandung.
Indonesian President Joko Widodo has also repeatedly called for an independent Palestine.

Ramallah (IINA) – Palestine's Central Bureau of Statistics (PCBS) said Wednesday that the projected number of Palestinians in the world is 12.37 million, Palestinian News & Information Agency WAFA reported.
There are 4.75 million Palestinians in the State of Palestine, 1.47 million in Israel, 5.46 million in Arab countries and around 685,000 in foreign countries, said PCBS in a press statement.
It said the projected number of Palestinians living in Palestine by the end of 2015 is 4.75 million: around 2.90 million reside in the West Bank and 1.85 million in the Gaza Strip. Palestinian refugees make up 42.8 percent of the Palestinian population in Palestine: 27.1 percent of them in the West Bank and 67.3 percent in the Gaza Strip.
The total fertility rate declined during 2011-2013 to 4.1 births compared with 6.0 births in 1997.  In the Gaza Strip the rate was 4.5 births compared to 3.7 births in the West Bank during 2011-2013, PCBS added.
The average household size in Palestine was 5.2 persons in 2014 compared to 6.1 in 2000: 4.9 persons in the West Bank and 5.7 persons in the Gaza Strip.
The crude birth rate is 31.9 births for every 1,000 of population in Palestine in 2015: 29.0 in the West Bank compared to 36.3 in the Gaza Strip. According to PCBS, the rate is expected to decline to 29.0 by 2020.
The crude death rate is 3.6 deaths for every 1,000 of population in Palestine in 2015: 3.7 in the West Bank compared to 3.4 in the Gaza Strip. The rate is expected to decline to 3.4 by 2020.
The total fertility rate for Palestinian women living in Jordan was 3.3 births in 2010 compared to 2.5 in Syria in 2010 and 2.8 in Lebanon in 2011.
The number of Palestinians living in Israel reached 1.47 million by the end of 2015, of whom about 34.8 percent are aged below 15 years compared to 4.2 percent aged 65 years and over for year 2014.
The total fertility rate in 2014 among Palestinian women living in Israel was 3.2 births compared to 3.1 births among Jewish women. The average Palestinian household size in Israel is 4.7 persons. The crude birth rate of Palestinians in Israel exceeded 23.8 births for every 1,000 of population.
The number of Arabs in historical Palestine totaled 6.22 million at the end of 2015.
There were 6.22 million Jews at the end of 2014, according to estimates by the Israeli Central Bureau of Statistics, and the number is expected to reach 6.34 million by the end of 2015.
PCBS said the number of Arabs and Jews will be equal before the end of 2017. However, the number of Arabs in historical Palestine will total 7.13 million compared to 6.96 million Jews by the end of 2020.

Derbent, Dagestan (IINA) – One person was killed and 10 others injured in an attack targeted tourists at ancient fortress in the Russian Republic of Dagestan.
Russia Today (RT) reported that unknown gunmen on Tuesday night opened fire on a group of tourists who were on a visit to the Naryn-Kala fortress in Derbent, a city in Russia's North Caucasus Republic of Dagestan. The attack left one person dead and 10 injured.
The assault occurred when twenty tourists were on a panoramic terrace of the ancient fortress.
Media cited local police as saying that the gunmen aimed at the tourists’ flashing cameras to make sure they hit people. Eleven people were wounded and taken to the hospital, where one of them succumbed to his wounds.
Police found 67 cartridges of various caliber bullets at the scene of the incident. According to investigators, the attackers fired from a nearby forest.
The head of the region believes the attack was carried out by “militants from an armed gang who are taking revenge on locals, because they enjoy New Year’s festivities.”
The Nary-Kala fortress in Derbent dates back to the eighth century AD. It houses Russia's oldest mosque and madrasa or Islamic religious school.

Jeddah, (IINA) - The Board of Executive Directors of the Islamic Development Bank (IDB) has approved financing several major new and also ongoing projects during its 309th meeting here on Tuesday.
Four OIC member states – Kazakhstan, Lebanon, Pakistan and Turkey – will receive $466.4 million for development projects.
The Board also decided on opening special accounts for a $176 million project within the context of the "Jeddah Declaration". The project will enhance the capacity of people to adapt to recurrent droughts in the African Sahel countries of Burkina Faso, Chad, the Gambia, Mali, Mauritania, Niger and Senegal.
Four special assistance grants were approved under the IDB Waqf Fund. A total of $650,000 will go towards education and health care projects for Muslim communities in Canada, Ethiopia, the United Kingdom and Zimbabwe. The grants are in line with the Bank’s continued efforts for socio-economic development and advancement of member states and Muslim communities in non-member countries.
Other major Board approvals include: $273 million to reconstruct the Aktobe-Makat Road project in Kazakhstan; $90 million to assist the polio eradication program (2016-2018) in Pakistan; $82 million to support the Konya PPP Hospital project in Turkey and $20.7 million to construct the Bir-Al Hith Qartaba Road (phase III) in Lebanon.
In addition, a number of important reports were reviewed and the agenda for the 41st Annual Meeting of the Board of Governors scheduled on May 18-19, 2016 in Jakarta, Indonesia, was approved.

Ankara (IINA) – The Islamic Development Bank (IDB) Group has agreed to provide a loan worth $270 million to Turkiye Ihracat Kredisi Bankasi (Turk Eximbank), the IDB announced in a statement on Wednesday, Anadolu Agency reported.
The loan will be used to finance Turkish exporting companies and it will be guaranteed by the Treasury. Turk Eximbank is the official export credit agency of the Turkish government.“The loan is also the first IDB intervention in Turkey to support Turkish contractors doing business abroad,” the IDB Group said.
“The main beneficiaries of the loan will be the export-oriented Turkish small- and medium-sized enterprises, enabling them to invest in expanding production capacity and to improve the operational productivity levels,” it added.
The IDB Group also said the loan facility will also be used by the Eximbank to finance infrastructure and industrial projects in other IDB member countries which will be realized by Turkish contractors.
"This is a milestone and win-win transaction in many ways both for Turkey and for the other IDB members which will benefit from financing for exported materials, equipment and contracting services,” Mohammad Jamal Al-Saati, Director of the Country Programs Department at IDB, said. 
Turkey has set an ambitious target to be reached by 2023, with the goal of increasing its total exports to $500 billion. 
Turkish contractors already operate in more than 100 countries, achieving second place after China in the Top 225 International Contractors List.

California, (IINA) - US Organizations that cater to Hispanics converting to Islam recently stated that Latinos are the fastest-growing group of Muslims in America.
Most US official measures also say that Latinos in the US are considered to be the fastest-growing demographic segment. According to Press-Enterprise, there are an estimated 150,000 Muslim converts among the Latino community in the US.
The trend of Hispanic converts to Islam has been tracked by the Islamic Society of North America, which in 2006 estimated there were roughly 40,000 Latino Muslims in the US, according to a report by National Public Radio.
Some community leaders said the recent growth of the demographic has its roots in a shared experience of immigration and the negative political rhetoric that advocates have deemed as anti-Muslim.
“Islam is the fastest-growing religion in the world, and Latinos are converting to Islam at a rate higher than any other [ethnicity],” said Mark Gonzales, a Muslim poet and artist in California, who is of Mexican-American and French-American heritage and converted to Islam 12 years ago.
Jihad Turk, president of Bayan Claremont, an Islamic graduate school in California, told the Press-Enterprise that Islam is most similar to Catholic beliefs. Muslims believe in many stories contained in the Christian Bible, including the prophets, he said.
“Muslims not only believe in God and the Ten Commandments, but also in Jesus as Christ born to the Virgin Mary and her story is told in the Qur'an in more detail than it’s told in the Bible”, Turk said, noting that several organizations were formed in the US to help the merging of Latino and Muslim communities.
Rida Hamida, president of the Arab American Chamber of Commerce in Orange County, California, has been working with Latino Muslims to highlight the merging of cultures.
A series of public events scheduled for January will focus on a time of Muslim rule in Spain and Portugal, from 711 and 1492, when Muslims, Christians, and Jews cohabited along the Iberian Peninsula, Hamida said.

"I think I was asked this a couple months ago, and I said that term carries with it legal import, it is a very important concept and label for behavior that deserves that name," Clinton said in Berlin, New Hampshire, when asked about the Islamic State's killing of Christians, Yazidis, Kurdish Muslims and other religious minorities in the region.
"I am now sure we have enough evidence, what is happening is genocide deliberately aimed at destroying lives and wiping out the existence of Christians and other religious minorities," Clinton said.
IS has targeted and killed members of the Yazidi religion, one of the oldest in Iraq, along with Christians and other religious minorities in the region it controls in the Middle East.
President Obama's administration is weighing whether to designate IS violence a genocide and which religious minorities would be covered by such a designation.

Jakarta, (IINA) - The United Nations International Children’s Emergency Fund's (UNICEF) grants for Indonesia increased by 14 percent to $146 million for the next five years as compared to $127 million allocated in the previous corresponding period, Antara News reported.
During the signing of a cooperation agreement with UNICEF on Monday, Minister for National Development Planning and Head of the National Development Planning Board Sofyan Djalil stated that the grant will be used for six critical areas ranging from matters concerning the social protection of children to improving the quality of children’s education.
"Children represent 30 percent of Indonesia’s population, but they will determine 100 percent of the nation’s future", he affirmed.
Sofyan explained that the six main areas are: child development and survival, early childhood education, child protection, social policy, emergency preparedness and disaster risk reduction, as well as communication and public advocacy.
The six areas are included in the Country Program Action Plan (CPAP), which adapts to the principles of the National Medium Term Development Plan 2015-2019, of the documents of the United Nations Development Framework (UNDF) and the Sustainable Development Goals (SDGs), as well as the Strategic Plan of the UNICEF.
Sofyan emphasized that the issue of child development in Indonesia cannot be separated from access to health services and inequality of opportunities.
He also hoped that UNICEFs assistance would not only be in the form of grants but also studies based on the experience of international organizations in resolving children-related issues in other countries.

Washington (IINA) – Iranian naval vessels conducted rocket tests last week near U.S. warships and commercial traffic passing through the Strait of Hormuz, the American military said Wednesday.
U.S. Central Command spokesman Kyle Raines said in a statement that Iranian Revolutionary Guard naval vessels fired "several unguided rockets" about 1,370 meters from the USS Harry S. Truman aircraft carrier, the USS Bulkeley destroyer and a French frigate. He added that commercial sea traffic also was nearby, according to NBC News.
Raines said the Iranian vessels announced over maritime radio that they would carry out a live fire exercise only 23 minutes beforehand.
Iran's "actions were highly provocative," he said, adding: "Firing weapons so close to passing coalition ships and commercial traffic within an internationally recognized maritime traffic lane is unsafe, unprofessional and inconsistent with international maritime law."
The U.S. official said the unguided rockets were likely fired from an Iranian navy that was in Omani waters, adding that the American and French warships did not need to take evasive action against the rockets which were fired on December 26.

Mexico City (IINA) – A team of Mexican researchers is preparing for clinical trials of a treatment to prevent the recurrence of different types of cancers by prompting the immune system into action.
The new therapy "trains the immune system to recognize and eliminate remaining cancerous cells" after conventional treatment, team leader Dr Juan Pablo Márquez Manriquez, of the International Cancer Center in Sonora, told Spanish international news agency EFE.
Although the treatment is referred to as a vaccine, he said it was comprised of "a number of vaccines mixed together, like in a cocktail, which are specifically designed to fight against several neoplasms simultaneously."
"The animals that received the vaccine, both individual vaccines and the cocktail, never developed colon, pancreatic or ovarian cancer," Dr Márquez affirmed.
The studies have shown that the vaccine does not cause an auto-immune reaction or toxicity, he added. Márquez indicated that the next step is clinical trials, which will be conducted after federal regulators approve the protocol in January or February. “If the treatment becomes available for the public, we will have fewer recurrences, fewer hospitals full of patients with recurrent cancer and less palliative care, patients will suffer less pain or will have a life or a death with less suffering," he said.

Prosthetic limbs enable thousands of maimed Pakistanis to live normally

Peshawar, (IINA) - Pakistani teen Ali Shah was on his way to school when he lost half of his right hand and his left leg after stepping on an IED, which is the Taliban's weapon of choice in its decade-long insurgency, AFP reported.
Now the 13-year-old, along with hundreds of others maimed by such bombs every year, is learning to use prosthetic limbs.
Nearly a year on, he is set to receive a new leg at the Pakistan Institute of Prosthetic and Orthotic Sciences in Peshawar (PIPOS) where thousands have been treated, a lifeline for many in the country with some of the highest IED death rates in the world. "I thought something happened to my heart when the blast occurred, I lost my senses, someone took me to the doctor, and there I returned to my senses", he said, speaking at the Doctors Without Borders hospital where he is being treated.
He was rushed by his father to a field hospital, then taken on an arduous 12-hour journey to Peshawar where medics saved his life.
However, the road to recovery, which has taken months to allow his wounds to heal enough for him to be fitted with the prosthetic, has only just begun.
"There is a stigma around disability and a fear of becoming a burden on one's family, especially for young men who are supposed to take responsibility to provide for their family," said Shaista Aziz, a spokeswoman for Doctors Without Borders, which runs several trauma centers in Pakistan's northwest.

While the use of landmines planted by armies has fallen globally since the 1990s, the number of civilians hit by improvised explosive devices has skyrocketed, according to Action on Armed Violence.
The British charity recorded a 70 percent global rise in civilians killed or maimed in such attacks between 2011 and 2013.
In Pakistan -- which has the highest number of IED-related casualties along with Iraq and Afghanistan -- Taliban and other Islamist groups have used improvised devices and firearms to kill more than 27,000 civilians and security forces since 2004, according to the South Asia Terrorism Portal monitoring group.

Headquartered in Peshawar where it was founded in 1981 to deal with the wounded during the Soviet invasion of Afghanistan, PIPOS clinics treat around 10,000 patients a year -- many of whom are victims of suicide blasts, IEDs and landmines.
The majority of the patients are given free treatment, paid for by the International Committee of the Red Cross, while the center also boasts a prosthetics college.
According to the institute's director Zia-ur-Rehman, the new limbs help many defy the stigma of disability.
"After having this artificial limb, these braces from here and our satellite center, they feel like they can perform their normal daily activities", he said.
"They feel a kind of confidence and they can go to their workplace, they can go to their school with these artificial limbs".
Ali Shah is set to return to the same school where he stepped on the bomb, committed to pursuing his education.
"I want to complete my education and want to serve my village people after that. I want to be a teacher so I can educate the youngsters," he said.
Beyond the physical loss, many patients who lose limbs undergo severe psychological trauma that can lead to irregular behavior, according to patient liaison officer Zahida Parveen.
Sometimes even a new limb is not enough to overcome the long-term mental struggle.
"They feel dependent on others. For example, after receiving appliances (prosthetics) some patients did not try to participate in normal life activities to support themselves", Parveen said.
For Muhammed Nabi, a tailor from Kohat in his mid-twenties who lost his left leg when he trod on an IED, the artificial limb has proven a lifeline.
"It was a very sad incident in my life. But then I realized I couldn't spend the rest of my life in this sadness," he said, as he practiced walking with his new leg in the center’s rehabilitation hall. 
"With this artificial limb I will -- Inshallah -- be able to be normal in my life and in my job".

Manama (IINA) – Bahrain's Deputy Interior Minister for Nationality, Passport and Residence Affairs Sheikh Rashid bin Khalifa Al Khalifa announced Tuesday that the Cabinet order to include 11 African countries in the list of states that their citizens can get electronic entry visas will come into effect from January 1, Bahrain News Agency (BNA) reported.
He said that the countries are Egypt, Morocco, Kenya, Ghana, Ivory Coast, Mozambique, Cameroon, Gabon, Senegal, Mauritius and Seychelles. Citizens of these countries can get online entry visas through the e-visa website. This brings the overall number of countries benefiting from online visas to 113.
The Bahraini official added that the selection of these countries was made after a joint study between the Ministry of Interior and the Economic Development Board.
He also noted that the number of countries that get on-arrival-visa has increased to 66 countries instead of 38 previously, adding that remarkable improvements were achieved this year as privileges to make Bahrain an advanced location in entry and transit procedures.

New York, (IINA) - A senior UN official said on Tuesday that governments must take more preventive action to reduce human and economic losses from weather-related disasters such as the recent extreme tornadoes in the US, abnormal snowfalls in Mexico, and massive flooding in South America and the UK, UN News Center reported.
"Prevention measures including upgrading early warning systems to deal with the new climate variability, revising building codes to ensure more resilience of critical infrastructures such as schools, hospital and roads, and more investment in flood defenses are critical to protect more people against disaster impacts", said Margareta Wahlstrom, head of the UN Office for Disaster Risk Reduction (UNISDR).
"We have no time to lose as weather-related disasters continue to increase, affecting millions of people".
Over the weekend, tornadoes and storms killed more than 20 persons in the US and flattened hundreds of buildings and houses.
"More people are at risk due to increased urbanization," Ms. Wahlstrom said. "Reducing spatial density of single family housing and increasing the resilience of houses against heavier wind load can reduce tornado impacts".
Meanwhile, the intense floods in South America are considered the worst in the past 10 years, forcing more than 170,000 people to evacuate in Paraguay, Argentina, Brazil, and Uruguay.
"The abnormal flooding is consistent with the prediction made by the World Meteorological Organization (WMO) last November. We cannot ignore science. Their findings need to be better included in long-term policies", Ms. Wahlstrom added.
In Mexico, snowfall over the weekend blanketed 32 towns with some places hit by accumulations of 30 centimeters and temperatures of -18 degrees Celsius.
In addition, several cities in the UK were swamped by rising waters with damages that could exceed GBP1.5 billion according to financial analysts.
"The repetitive floods in the UK and unusual snowstorms in Mexico are alerting the world about how difficult it is to predict global warming impacts and climate change", Wahlstrom said.

London, (IINA) - The Syrian Network for Human Rights (SNHR) released a report on Monday saying that 1,793 people were killed in December, pointing out that this year’s death toll now stands at 21,179 – 75 percent of whom were murdered by the Assad regime, Anadolu Agency reported.
The London-based NGO documented 15,748 deaths by regime forces, including 12,044 civilians. At least 2,592 of the victims were children, and 1,957 were women.
According to the report, Russian forces killed 849 civilians, including 199 children and 109 women since September.
Syrian Kurdish forces killed 132 civilians, including 32 children and 12 women. ISIS killed 2,098 people, including 1,366 civilians, while Al-Nusra Front killed 167 people, including 89 civilians.
Also, 1,121 people were killed by Syrian opposition factions, including 1,072 civilians.
According to UN figures, at least 250,000 people have been killed since the Syria conflict began in 2011.

Al-Jubeir announces establishment of Saudi-Turkish Strategic Cooperation Council

Riyadh (IINA) – Saudi Foreign Minister Adel Al-Jubeir described the talks held here on Tuesday by Custodian of the Two Holy Mosques King Salman with Turkish President Recep Tayyip Erdogan as constructive, fruitful and positive, expressing the desire by the two leaders to form a Saudi-Turkish high-level strategic cooperation council, Saudi Press Agency (SPA) reported.
In a joint press conference with his Turkish counterpart Mevlut Cavusoglu, Al-Jubeir said that the talks focused on bilateral relations between the two countries and the regional issues of mutual interest, pointing out that the views of the two countries were identical. 
He said that the Saudi-Turkish strategic cooperation council will deal with many vital issues, including security, military, political, economic, trade and investment fields as well as energy, education, cultural affairs, medicine and other fields. He explained that this council will be run by the foreign ministers of the two countries with the participation of officials from other ministries, institutions and sectors.
Al-Jubeir said that the council aims to create a qualitative leap in the strong relations between Saudi Arabia and Turkey to serve the interests of the two countries and their peoples, and to contribute to achieving security, stability and prosperity in the region.
He noted that the views of the two countries are identical in various political and security issues faced by the region, praising Turkey's stance in support of the Islamic Alliance to Fight Terrorism.
Al-Jubeir pointed out that his talks with his Turkish counterpart included the situation in Syria, Iraq, Yemen and Libya, in addition to the peace process and the importance of finding a solution leading to Israeli withdrawal from the occupied Arab territories and the establishment of a Palestinian state with its capital in East Jerusalem.
For his part, the Turkish foreign minister asserted his country's support for the efforts of the Kingdom and its dealing with the issues of the region on the political and military levels. He also stressed Turkey's constant support for the Kingdom's efforts in the fight against injustice in its various forms, referring to the Saudi-led Arab coalition to restore legitimacy to the Yemeni government.
Highlighting the very effective contribution by Saudi Arabia to find a solution to the Syrian crisis, Cavusoglu cited the expanded meeting of the Syrian opposition factions in Riyadh as an example for this. He expressed his country's support for the statement issued by the meeting.
Cavusoglu said the statement is in line with his country's position on the war in Syria, which should be stopped through the negotiating table to come up with solutions in the interests of a peaceful future of Syria, which must be free of Bashar al-Assad.
He pointed out that Turkey is not looking for tension in its relations with anyone, stressing his country's welcome of Russia if it really wants to fight Daesh.
The Turkish foreign minister praised the Islamic Alliance to Fight Terrorism, which he described as serious and successful step in international action to confront terrorism and defeat it, in various allied countries. He stressed that Turkey supports the move, and is determined to participate in it effectively, so as to have a prominent and significant role, especially since this alliance will be a deterrent to terrorism. He stated that terrorism is a form of injustice completely rejected by the Turkish Republic which seeks to fight it.
Cavusoglu praised Saudi Arabia and its constant initiatives at the regional action in general, and in strengthening the relationship with his country in particular, stressing the keenness of the Turkish government on the success of the high level strategic cooperation council between the two countries, so that it becomes a reality, because this initiative will bolster ties between the two countries and doubles the joint action, on the political, security and economic levels, especially with regard to energy, and enhancing cooperation in health, cultural, social and tourism fields.

Khartoum (IINA) – Sudanese Minister of Finance and Economic Planning Badr-Eddin Mahmoud has described the 2016 Budget as the Sudan's biggest ever and one which targets various areas of social development, SUNA reported.
He stressed that under the budget, approved by the National Assembly on Monday, the Finance and Economic Planning Ministry would continue to support the socially vulnerable categories of society.
Addressing a press conference in Khartoum, the minister said the new budget would focus on lowering the deficit of the country's balance of trade to realize economic stability, while limiting the budget deficit to around 1.6 percent of gross domestic product (GDP), and increasing revenues.
He added that his ministry would continue improving and normalizing relations with the West for the benefit of the national economy and settlement of Sudan's debts.
The minister indicated that the apparent features of the coming year's budget were represented by paying attention to economic stability, a continuation in reform policies, and computerization of the financial system.
He said spending would continue on enhancing Sudan's defense and security capabilities, indicating that a leap forward had been achieved in military industry, a development which he said Sudan should be proud of.
Mahmoud said the 2016 Budget targeted defense and security personnel. He expressed the hope that peace would be realized in the country, while affirming that spending on peace will continue.
The minister further added that policies of organizing the market of hard currency and rationalization of demand for hard currencies will continue, expecting that effects of restoration of equilibrium to the balance of trade will appear during the first quarter of the 2016 fiscal year.
